So I proposed the moderated whistle, but another possibility is a simple rig on 500 000 GHz

being an accumulator as power source and a headlight of an automobile on the accu in series with a Morse key.

Everybody with working eyes can detect the message
when the weather is not foggy. (And transmit it further in a chain to the deciding politicians)

If you want to go really basic, get some drums! Nothing beats a tam-tam . . . Ideleted forgets that light is line-of-sight, sound is not.

But, joking aside:

1. Any QRP rig (solid state will make your life easier, you could try to get a radio running on 12V plate vacuum tubes, but why bother?),

2. a small folding solar panel

3. a good lead-acid or LiFePO4 100VA 12 v battery and

4. a bipole antenna.

Keep it all stashed away in a Faraday cage (a metal garbage bin lined with aluminium foil should do the job nicely) and deploy post-EMP (that is the key point!)

Anything more than QRP is probably a waste of time and effort: post-EMP there will either be:

a. no HF communication for quite some time (in case of a CME i.e. coronal mass ejection) or

b. HF communication will be simply superb (in case of an NEMP attack, which will destroy much of the noise producing electronic gadgets cluttering our society).

In either key you will be set with QRP or a nice 100W radio like a Kenwood TS 590SG, etc.

Don't forget to stock up on comfort foods!

Using a vacuum tube rig has another big advantage too. If you run out of spare parts, you just tinker some new tubes like om Claude, f2fo does:
