When set to 12 WPM characters and 5 wpm effective I would expect "paris paris paris paris paris" to take one minute. It is much faster and the padding to get the effective speed seems to be missing between words. I would expect dit=100ms, dah=300ms element space = 100ms, character space = 700ms and word space = 1700ms.

Keith, I became curious, so I tried; 12/12 works ok, also 25/25 works ok, I supose the padding is missing(12/5 went in about 40 seconds) You could insert some spaces between words (2-3) so you get the right time.
But, allow a question; why would someone learn this way? Such slow char/effective speed combination, is an invitation to counting for the students in my view.

Keith, you said: "I would expect dit = 100ms, 300ms dah = element = 100ms space, character space = 700ms and word space = 1700ms."
How do you do this? It is to make this adjustment in LCWO system

I posted the same in another thread. If the character speed = effective speed all is fine.

But if the effective speed is set less than the character speed it plays too fast.

I am currently not able to download or play the text that has been converted to cw. Is the website temporarily down?

I am sorry, there was indeed a problem with the server generating the Morse MP3s.

It should be fixed now.
