Can someone explain the difference between the two of these? I understand character speed I think. But what is effective speed exactly?

If you set a lower effective speed than character speed, the spaces between the characters are stretched accordingly. This allows you to hear the characters itself at a higher speed (to learn them by their "rhythm", not by counting dots and dashes), while keeping the number of characters transmitted per minute (effective speed) lower.
