If you set a lower effective speed than character speed, the spaces between the characters will be padded accordingly.

For example for 20 wpm character speed, 10 wpm effective speed, the single characters will remain at 20 wpm, but extra spacing will be added between the characters, so that you end up with the same net speed as 10 wpm (with normal spaces).

The calculation of the spaces on LCWO is not very precise, so the effective speed might be a little above or below what you set.
