Sure it is part of International Morse code.

The ITU-R regulation has number M.1677-1
Find it with google when you like.

It is very often used in amateur service as a separator. kind of new line and also as an equal sign.

In official service the use was:
3
The double hyphen shall be transmitted either to separate:
3.1
the preamble from the service indications;
3.2
the service indications from each other;
3.3
the service indications from the address;
3.4
the station of destination from the text;
3.5
the text from the signature.

It is also a prosign for BT which is a message separator I think.

Example: W1ABC DE K2XYZ K2XYZ = QTH IS NY NY = RST IS 599 599 = NAME IS CHRIS CHRIS K

Thank you all so very much. This is such a great sight.

On the air you will only use it as the prosign bt, as said KK4MRN. We use it instead of a comma or a full stop, to separate sub-phrases. Sometimes it is also used as a spaceholder, while you think of something to say. You will here it in almost any non-contest contact. I've never heard is as an equal sign, though.

Put on this website in "convert text to CW"
the sentence 1 x 11 = 11 2 x 11 = 22 3 x 11 = 33 and you will hear it used as such.

= used like prosign is also carriage return linefeed linefeed when using a mill.

A lot of info is collected in webpages
