Does LCWO has stand-alone mobile version for run on any cell phones ? Or maybe win32 and Linux ports for i386 (stand-alone) ?

Is it posible to get sources ?

There's no stand-alone version of LCWO. The site requires a JavaScript and either Flash or HTML5 capable browser (that may be given on many mobile phones these days) but also a http-server of some kind with PHP, a SQL-database and the possibility to run compiled CGIs. It is not completely impossible to do it, but it'd require some additional development work and a huge amount of overhead.

I suppose there are much more suited ways of developing standalone applications for both mobile phones and PCs (and many already exist).

The sources are not available at the moment. On the long run I plan to release most of it under some suitable license.

But the most "interesting" parts IMHO are the CW generation (with ebook2cw in CGI mode) and some of the JavaScript implementations e.g. of the Word- and Callsign-Training. ebook2cw is available at http://fkurz.net/ham/ebook2cw.html and the JavaScript code is available here on the site anyway.
